I'm part of a community group trying to reduce our area's carbon footprint by encouraging sustainable transportation, but many residents are resistant to giving up their cars for public transit or biking. What practical steps or proven strategies can we adopt to increase participation?

We've already organized a few awareness workshops and distributed information on the benefits of reducing car use, but turnout has been low. Our community is a mix of urban and suburban areas with decent public transit options, but they're underutilized. We're working on a limited budget and need cost-effective approaches that can engage diverse age groups. Any advice on what has worked elsewhere, especially in similar settings, would be really helpful.
