The committee submitted its report in August 1978 and made 132 recommendations to revive and strengthen the declining Panchayati Raj system in thecountry. Balwant Rai Mehta committee submitted report in 1957 which further establize the 'democratic decentralization' which finally came to known as Panchayati Raj. He is also known as 'Architect of Panchayati Raj'. K.N. Katju was the chief minister of Madhya Pradesh in 1957. Jagjivan Ram was the first labour Minister and later served as Deputy Prime Minister in 1977-1979.
